    Dictatorship Cameras: Flock’s Mass Surveillance Network Is Already Being Used to Stalk Women—And It’s Primed for Tyranny

    A video of a Flock camera lying on the ground is racking up nearly a million likes. Americans are cheering. They should. These automated license plate reader systems—sold as crime-fighting miracles—are dictatorship cameras in plain sight. They track every vehicle that passes, build searchable histories of where you go, when you go, and who you associate with. No warrant. No probable cause. Just constant, warrantless location data on ordinary citizens.

    Flock Safety has blanketed the country with these devices. The public is waking up. The viral footage of a downed unit is not vandalism theater. It is a rejection of the surveillance state being built in the name of “public safety.”

    Cops Are Using Them to Stalk Women

    The abuse is not theoretical. It is documented, repeated, and ongoing.

    A Washington Post investigation published days ago found that authorities have charged or accused at least 50 law enforcement officers of misusing license-plate reader systems for unauthorized purposes. In 26 of those cases, the targets were wives, girlfriends, exes, the new partners of exes, or women the officers simply wanted to pursue. The bulk of the systems involved were Flock.

    The Institute for Justice has tracked dozens of these cases, most since 2024. Nearly every officer involved was fired, resigned, or charged.

    Specific examples pile up:

    • Milwaukee officer Josue Ayala searched a romantic partner’s plate 124 times and her ex’s plate 55 times in two months—nearly 180 total searches. He resigned and pleaded guilty to misconduct. One of the internal affairs detectives who investigated him was later charged with the same kind of misuse.
    • In Braselton, Georgia, Police Chief Michael Steffman allegedly ran plates belonging to his ex-girlfriend and her teenage daughter roughly 600 times. She could not understand how he always knew her movements. He was arrested on stalking and related charges and later died by suicide before trial.
    • Orange City, Florida officer Jarmarus Brown searched his ex-girlfriend’s plate more than 100 times over seven months and shared video of her vehicle from his department laptop. He was arrested.
    • Former Sedgwick, Kansas police chief Lee Nygaard tracked his ex-girlfriend’s vehicle 164 times. Other chiefs and deputies in Kansas, Illinois, California, South Carolina, Georgia, and elsewhere have been caught doing the same—sometimes hundreds of searches on the same plates, often while off-duty.

    These are not isolated “bad apples.” When agencies actually audit the logs, the numbers jump. One Georgia sheriff’s office arrested three employees in a single week once it started looking. Victims have discovered the tracking themselves through public audit tools like HaveIBeenFlocked.com because departments rarely police their own access. The system is designed for easy searching with weak oversight. Officers log in with their credentials, type a plate, and get a history of movements. No judge required.

    Flock claims its audit tools catch abuse. Reality shows the opposite: the known cases are the ones that slipped through and got public attention. Investigators and privacy groups call them the tip of the iceberg.

    The Crime-Fighting Claims Do Not Hold Up

    Flock markets these cameras as transformative. Company materials and CEO statements claim the technology supported roughly one million investigations, helped solve around 20% of cleared cases in customer jurisdictions, and contributed to recovering thousands of missing persons and stolen vehicles.

    Independent looks tell a different story. Clearance rates in heavily instrumented cities have not risen in line with the hype. In Atlanta, despite a massive expansion of cameras integrated into the city’s network, homicide clearance rates actually fell in recent years. Academic reviews and local analyses have found mixed or weak effects once you control for broader crime trends. Short-term dips in specific categories often reverse. Hit rates on wanted plates are low. The “solved with Flock” number frequently means the system was queried during an investigation, not that it provided the decisive lead.

    Stolen vehicle recovery is the strongest use case. Everything else is oversold. Meanwhile the same network has been used to track protesters, abortion-related travel, and personal enemies of the people with access. The tool is powerful. The safeguards are not.

    The Real Danger Is Political

    The hysteria is warranted. Voter fraud remains a live threat. Democrats and their allies have spent years attacking election integrity measures, expanding mail ballots, resisting voter ID, and fighting common-sense audits. If they take both houses of Congress this November and the White House in 2028, 2029 will not be a return to normal. It will be the year the surveillance architecture already in place gets turned toward political control.

    These cameras do not need facial recognition to become instruments of tyranny. License plate data plus time and location already maps patterns of life—church, gun range, political rally, doctor’s office, friend’s house. Under a hostile administration the same network that currently lets rogue cops stalk exes can be used to monitor dissidents, enforce selective lockdowns, pressure businesses, or chill speech. We already lived through COVID-era restrictions that treated ordinary movement as a threat. The infrastructure for the next round is being installed right now under the banner of public safety.

    Trump must treat election integrity as an emergency. Secure the vote by any means necessary—citizenship verification, same-day voting, paper ballots with chain of custody, aggressive prosecution of fraud. The cameras themselves are a separate problem. Even under a Trump administration they remain tools of potential abuse. Local control, strict warrant requirements, short data retention, and real criminal penalties for misuse are the minimum. Many communities are already canceling contracts. More should follow.

    The near-million likes on a video of a broken Flock camera are not random. Americans still recognize a panopticon when they see one. Dictatorship cameras do not become less dangerous because a marketing deck claims they stop crime. They become more dangerous the more normal they feel. The public is right to push back. The only question is whether the pushback arrives before the next political shift turns the network from a stalking tool into something far worse.
