Feds Raid Brooklyn Adult Day Cares in Massive Medicaid Fraud Crackdown
Federal agents hit adult day care centers in Brooklyn and other parts of New York City on Tuesday, October 20, 2026. Agents from the FBI, Homeland Security Investigations, and local partners carried out search warrants at sites in Borough Park and Sunset Park. They hauled out boxes and computers. Similar activity took place in Queens and Staten Island.
The targets were social adult day care centers, or SADCs. These places are supposed to offer meals, activities, and basic help for seniors and people with disabilities. Medicaid pays the bills. Investigators say many of the centers billed for services that never happened. They paid cash kickbacks to get people to enroll, then submitted fake claims. Some centers looked empty when reporters checked earlier. Money laundering was part of the picture.
Governor Kathy Hochul, a Democrat, called it part of a months-long effort to protect taxpayer money and vulnerable New Yorkers. She said the state has worked with federal partners and made over 100 referrals for investigation. Her office claims more than $15 billion in Medicaid savings since 2021. The investigation looked at more than 100 providers.

This is not a new problem. Earlier this year, two people in Brooklyn pleaded guilty in a $68 million scheme involving adult day cares and home health care. Zakia Khan ran Happy Family and Family Social centers in Coney Island. She was sentenced to 76 months in prison after billing Medicaid about $64 million for services that were not provided. Prosecutors said she and marketers paid bribes to Medicaid recipients and laundered the proceeds.
In Queens, federal charges hit a separate alleged $120 million scheme tied to adult day cares and a pharmacy. Operators paid seniors cash or gift cards to sign up, then billed for care that was not delivered. One man was arrested at the airport with $40,000 in cash.
A New York Post investigation in August found that some of the biggest centers in Flushing, Queens, billed Medicaid tens of millions while looking vacant. One owner, Baoli Zhang, and his businesses billed more than $32 million since 2018. He and others connected to the centers donated to Hochul’s campaign. Nine centers that gave more than $5,000 each to her 2022 race billed Medicaid roughly $49 million that year. Flushing has dozens of these centers packed into a small area, billing over $100 million a year according to the reporting.

Dr. Mehmet Oz, who runs the Centers for Medicare and Medicaid Services under the Trump administration, went to Queens centers himself that day. He handed out warning letters and questioned staff about high billing numbers when few people were present. He pointed out missing wheelchairs, future-dated sign-in sheets, and claims that did not match what was visible. Oz has pushed a broader national crackdown on Medicaid and related fraud.
The pattern shows up in other places run by Democrats for years. Minnesota has faced heavy scrutiny over Medicaid and related programs. Federal prosecutors and state officials have charged people in schemes involving housing services, autism services, and food programs. Many defendants came from the Somali immigrant community. Acting U.S. Attorney Joe Thompson estimated large losses in certain programs. The Trump administration has held back hundreds of millions in federal Medicaid funds from the state while demanding better proof that claims are legitimate. Governor Tim Walz’s administration has pushed back on the scale of the problem.
A June 2026 national health care fraud takedown charged 455 people in schemes involving more than $6.5 billion in alleged false claims. Medicaid cases made up a large share. Blue cities and states with heavy spending on home-based and community services have shown up repeatedly in these probes.
New York’s Medicaid program is huge, around $116 billion. Adult day care spending grew fast after the state expanded the benefit. Weak oversight, easy enrollment, and cash incentives created openings. When the centers sit empty but keep billing, taxpayers cover the difference. Seniors who actually need help get crowded out by the ones who show up for the kickback, or for the payoffs to the Democrat Party, as the entire party is built on fraud and robing the American people of their taxes.
Hochul says New York has zero tolerance for stealing from taxpayers. Or so the corrupt Democrat governor says. We all know this is total BS. The raids and prior convictions show federal investigators are now moving on cases that built up under years of Democratic control in the city and state. More charges and recoveries are expected as the boxes of records get examined.
