Florida Warrant for Raúl Castro Puts 1996 Plane Killings Back in the Spotlight as Trump Calls Cuba Next
Florida has an arrest warrant for former Cuban leader Raúl Castro. The charge is conspiracy to commit first-degree murder. It covers the 1996 shoot-down of two civilian planes that killed four men from South Florida.
The planes left Opa-Locka Airport on February 24, 1996. They belonged to Brothers to the Rescue, a Miami group that flew over the Florida Straits looking for Cubans trying to reach the United States by raft. The planes were unarmed. Cuban MiG fighters hit two of them with missiles over international waters. No warning was given. The four men who died were Carlos Costa, Pablo Morales, Mario de la Peña, and Armando Alejandre Jr.

Florida Attorney General James Uthmeier said Castro ordered the attack while he ran Cuba’s armed forces. Spies working in Miami-Dade and Monroe Counties had joined the rescue group and passed the flight plans to Havana. Castro told his officers to shoot the planes down and not check with anyone else. A Miami judge signed the no-bond warrant. The state case sits next to a federal indictment from May that also names Castro.
Castro is 95 and still lives in Cuba. Getting him into a Florida courtroom will not be simple. The warrant still puts fresh legal pressure on the old regime.
President Trump has said in public that Cuba is next after Iran. He has pointed to the January operation that took Venezuela’s Nicolás Maduro as a model that could apply to Havana. At the United Nations in September he called Cuba a failed state and said freedom will be coming to the island. Cuba’s delegation walked out. The White House has also talked about a possible “friendly takeover” while keeping military options open. More on the broader military pressure campaign is at militarywar.whatfinger.com.
Florida has issued an arrest warrant for Raul Castro. Is this the final move before the U.S. takeover of Cuba?
The warrant stems from the 1996 shootdown of two Brothers to the Rescue aircraft over international waters. Cuban MiGs destroyed the unarmed civilian planes, killing four Americans who were assisting people fleeing the island. Castro commanded the Cuban military at the time.
U.S. Army Reserve units have been ordered to prepare logistics, medical, fuel, and engineering capacity for an operation against Cuba within 90 to 120 days.
Secretary of State Marco Rubio has been signaling for months that Cuba is about to fall for good.
Is the U.S. about to move in?

Cuba has been under communist rule since 1959. Fidel Castro took power, then his brother Raúl, then Miguel Díaz-Canel. The system has not changed. The economy is in deep trouble. After the United States cut off oil from Venezuela, blackouts got worse and basic goods grew scarce. Washington and Havana keep some back-channel contacts, but Cuba says it will not negotiate away its political system. U.S. sanctions have hit the military, and fuel shipments bound for the island keep getting seized.

Time to arrest and free Cuba. https://t.co/8mvvm6wgNv

For the families of the four men and for Cuban Americans in Florida, the warrant is long-overdue accountability. Many also read it as part of a larger push. The legal case, the economic squeeze, and the open talk from the White House all point the same way: more pressure on the Castro system and a path toward ending communist rule on the island.
